*Steps to reproduce:*
1. Go to Sales > Invoices
2. Add a new invoice for a customer with Source 'Tank Delivery'
3. In the grid area, enter item (configured in Consumption Site)
4. Select Site No
Expected result: Tax Group should be autopopulated with Tax Group configured in Consumption Site
Actual result: Tax Group is not autopopulated
Note: Also occurs in invoices with tax configured in Customer Entity
