1. When calculating for service charge, add a feature to identify a minimum balance.
* If minimum balance is below the amount entered, service charge will be assumed as zero.
* The date will move forward, but service charge will calculate at zero for those with a balance under.
2. In the case below, if the balance is under $10, service charge would be zero.
* If set to invoice, look at the balance of each invoice.
* If set to balance, look at the total customer balance.
