Steps to recreate:
1. Create a prepayment in Invoice screen.
2. Create an invoice for the exact amount.
3. Post, notice that the prompt to apply credits and prepayments will not pop up.
4. Unpost the invoice and post again. The apply credit memos and invoice will now pop up.
The posting routine should ask to apply at the time post on the first try.
