Currently, when we are pulling comments in from comment maintenance, these comments are not editable. We need to be able to edit these documents on each document. There may be specific instructions that are needed to add to each document. So we need to make comments on documents editable. Since some comments are not even displayed on the page, we need to create a tab called "Comment Maintenance" after Details. This screen will display any comments that will be displayed/printed with this document. We should be able to edt the comments from that screen, and make adjustments or adds to the comments being pulled in from comment maintenance. If no comment is being pulled in, users should be able to create/add comments for this specific document from that screen. These will be displayed/printed on the document.
