* A Consumption is the most specific method of identifying where a Product is being delivered and how it will be used.
** The delivery address can be more precise than a Billing Address or Ship to Location, etc.
** A products usage will impact it's Taxation. IE Some states have No Sales Tax on Home Heating, etc.
* Consumption Site stores the Tax Group.
** This should override the Tax Group on the Transaction.
* Consumption Site stores the Sales Tax checkbox for if it should be charged.
** This should override override how Sales Tax is charged to the customer.
** Sales Tax exempt customers should be taxed when the Site is Taxed.
** Sales Taxable customers should be exempted when the Site is Non Taxable.
