Need to code for tax exemptions at the location level. When calculating tax, first look to location exemptions. If customer location has tax exemptions, those tax classes should be excluded from the calculation of tax. First look at location exemptions, then look at customer exemptions. Location tax exemptions will be added to the customer exemptions grid as a drop down. If a location is selected, that should be part of the exemption criteria.
