Cannot select UOM on CM and Invoice

Description Encountered in 15.3.0719.224   + *Issue* +:   - UOM field on Invoice and CM is disabled thus the user cannot select a different UOM.   + *Acceptance* +:   - for a new invoice/CM, it should be enabled.
