Successful importing of billable but the invoice is not created

Description Encountered in 15.3.0702.148   + *Steps* +:   1 - make sure one of the required gl accounts is not properly configured. In this issue, the Company Preferences > Accounts Receivable accounts is not setup   2 - import a billable hour from help desk   + *Issue* +:   - it will say that the import has been successful but the billable hour is not removed in the grid and when you check the search invoice, the invoice is not generated.   + *Acceptance* +:   - if there are missing required details, tell the user that such is the case.   - do not show the 'Billable Hours Import Completed!' message if the invoice is not really created.
