1. Go to sales > customer statements.
2. Generate statements for customer Charlies Produce. Balance from service charge. See comment.
3. Go to sales > receive payments > new.
4. Pull up the same customer from step #2. No open invoice.
5. Go to sales > service charge invoices.
6. Pull up the same customer from step #2. Service charges have been forgiven dated 03-07-2019.

Service charges were forgiven back when the customer was still in 18.3. Before a change in the implementation took effect in 19.1.

Fix all service charges that were forgiven without a credit memo.
