Steps to reproduce:
1. Go to Sales \| Reports \| Outbound Tax
2. In Tax Code field, click search button
*Expected* : Tax Codes should display in the drop-down list

No tax codes appear in the search field for me to select. The tax code selection is not loading. See comment.
