Statements: Statements being sent to all customers even after filtering out

Description After experiencing AR-11271, i filtered out all which status was Sent..   Then i clicked email.   The goal was to retry sending the statements for those which failed.   Bug: it started sending statements to the original list. That result to some customers receiving duplicate copies.   Expectation: Should only send to the resulting list after the filter was applied. This used to work last month.
