Receive Payment: Forgiven service charges still show up in new receive payment

Description This issue relates to i21 Help Desk ticket. Click the link below to go to Help Desk ticket.   [HDTN-232323 - Old service charges showing up on customer's accounts after last update|https://helpdesk.irely.com/iRelyi21live//#/HD/Ticket/?ticket=HDTN-232323] + *Steps to reproduce:* +   1. Look up service charge invoice #SC-1128 from sales > service charge invoice.   2. Create a payment for the same customer with a charge with SC-1128.   + *Actual result:* +   Forgiven service charge still show up as accounts receivable. Replicated the issue on source/irelydemo. I initially thought it was due to forgive date being NULL, apparently, it's not. See comment.   + *Expected result:* +   Forgiven service charges should no longer be accounted for as receivable.
