Steps to reproduce:
1. Go to Sales \| Reports \| Outbound Tax
2. In Report Viewer, enter the following:
Customer Name = Galcon Holdings (or any)
Company Location Number = 002
3. Click Generate
Expected result: Report should display only records for Location '002 - Indianapolis'
Actual result: Records for other locations are displayed
