Steps to reproduce:
1. Go to Sales \| Reports \| Outbound Tax
2. In Company Location, select a location
3. Select a different location
Expected result: User should be able to enter multiple locations
Actual result: User can only enter 1 location (also Category, Account Status Codes, Invoice Source Type)
