Steps to replicate :
1. Go to Purchasing > Vendors > Create new vendor
2. Go to Vendor Tab > Taxing tab
3. Under Exemptions grid, add vendor location on column 1.
4. Move cursor to column 2.
5. Remove the add vendor location in column 1.
6. Move cursor to column 2.
7. Save.
Issue : Tax Exemptions grid is allowing the saving of blank rows.

Acceptance : Do not allow saving of blank rows on Tax exemptions grid.
