updated Edon to add 1099 NEC form
This has been added to the 1099 threshold
but is still needed to be set in vendors who currently have 1099 MISC (its there to add manually) as well as any vouchers under that vendor

Fix -
1. Include the script in the build. When the user upgrades, the data fix script should also run.
2. The script should check for Fiscal year 2020 and above.
For some companies the Fiscal year 2020 can start from June 2019 for example.

Should check for Fiscal year 2020 and 2021 and voucher date falls between the dates.
