I'm creating this as a Bug, but it may first need to be a Data Fix then fixing the bug afterwards.

Issue: two InvRcts are not in tblAPVoucherPayable but in tblAPVoucherPayableCompleted. But there is no Voucher for them. Theory: these InvRcts were added into a Voucher, then Voucher was deleted. At delete, InvRcts should have been put back into tblAPVoucherPayable, but that did not happen.
Steps:
1. Create and post Terminal to Location transport load.
2. Click Receipt Detail button to open Inventory Receipt.
3. Click Voucher button and leave the voucher unposted.
4. Verify Pending Payables tab, IR for item is no longer showing.
5. Delete the voucher.
6. Verify Pending Payables tab
Issue:
Inventory Receipt for item is not showing still
Acceptance:
Inventory Receipt for item should show back on Pending Payables tab
