When Using the Filter on Item No on the Inbound Tax Report, it appears that the report is not filtering on strItemNo, but actually on intItemId
In the example, she is filtering between item DSLKERO and DSLPLSD
When using the strItemNo, this is 3 items: DSLKERO, DSLLSD, and DSLPLSD
the intItemId on these items are 176 for DSLKERO and 261 for DSLPLSD.
The report is returing items that have an intItemId between these two.
Example, item GASAB87 shows on the report. The intItemId for this item is 184
