*ACCEPTANCE:*
Remove validation of historical UNPAID invoices during AP invoice conversion.
* We have decided to no longer import paid invoices into i21 during conversion.
* In doing so, we also need to remove the history validation for these paid invoices.
1. If invoice is paid, DO NOT include in data validation.
19.1 Requirement
1. Provide and ATTACH to this JIRA the altered stored procedure so we can use until fixed in 19.2.
