When entering new Vouchers, as soon as the Vendor is entered, the ADD PAYABLES screen comes up, and more often than not, there are no payables, so the get a warning that there are no payables for the Vendor. The can exit and continue entering voucher
The Add Payables screen should not come up until the user selects the button.
