After posting a vendor prepayment, it should be available to be part of payment of other vouchers and debit memos.
*Steps to reproduce:*
# Enter and post Vendor Prepayment.
# Go to Pay Pay Voucher or
# create New Payment (Purchasing (A/P) > Create > New Payment
# On either screen, you notice that the vendor prepayment is not there.
