+Issue:+Unable to select Tax Group on a line item of a Voucher. The Voucher was created by Storage and additional detail lines were added to it but the location and tax group can not be selected. Business Reason: Often additional costs are not know at the time of ticketing. After the storage ticket has been settled and the voucher created, these charges (or discounts) are added to the voucher manually.
+Acceptance+:
Should be able to select the location and tax group on an unposted voucher for manually entered detail lines.
+Steps+:
# Create Load In scale ticket.
# Distribution Storage
# Settle Ticket using spot price.
# Unpost created Voucher
# Insert additional detail lines to select line locationand tax group.
# Post
