+ *Steps to reproduce:* +
1. Restore backup. See environment.
2. Create a voucher for vendor #011552.
3. Add payables.
+ *Actual result:* +
Unable to Voucher Payables. When selecting Add Payables in a new voucher, the screen comes up with a warning that no Payables exist, even though they show in Clearing.

All payables must show.
I copied 01 to 99. Latest live data can also be check on 99.
