Steps: Restore and update demoAG_1023.bak
Issue: tblAPaptrxmst already has records, meaning, bills were already imported from origin. But Import Bills button from Origin Utilities is still enabled which allow user to do the import again. This result to duplicated bills.
Acceptance Criteria: The system should checked if bills were already imported.
