Steps to Recreate:
1. Get a copy of FB database.
2. Bring up BL-16101
Issue:
3. Unable to unpost the BL. The unpost is disabled. I tried having Admin rights approver unpost and not allowed either.
Acceptance: Should allow to unpost unpaid voucher
Additional: Modifying posted voucher that is already approved should not re-submit voucher
