Steps: Open blank voucher screen > Click Vendor hyperlink
Issue: Nothing happens
Acceptance:
When entering a Voucher - should be able to use the Vendor hyperlink if there is no vendor entered to allow entry of new Vendor. Currently, if there is no vendor entered, nothing happens.
