In order for customers that were currently functioning fine on previous versions, we are looking for a solution on how to accomplish this in 17.1.

My ideas:
* Create a patch that can be applied after anytime they upgrade to a newer build that removes the location restrictions
** Pros: Does not effect other customers
** Cons: Could be forgotten and need to be reapplied to their server
* Remove the location restrictions all together for 17.1 until we can put location at the line item level
** Pros: Fixes this specific customer without needing other patches. Should not effect other customers because we have not had this brought to our attention so likely removing this restriction would not be noticable for other customers
** Cons: Possibly breaking another customers process, possibly breaking a new customer going live or converting on 17.1
