When the Voucher originates from Transports, the Ship From location is flowing through to the Pay To location, as opposed to the Vendor Default Pay To.
Vendor shows Pay To Location as below:

When Voucher is created from Transport, the Pay To is matching the Ship From, not the Vendor Pay to location:
