Steps to Recreate:
1. Set a GL account as inactive in GL Account Detail.
2. Create a new voucher using the inactive GL account and post.
Issue:
1. Should not be available to select in voucher GL account drop down.
2. Should not allow to post if already entered in the voucher. (ex: duplicate).
