Clicking the post button prior to approving causes errors.
# When you go to a transaction that needs approval it has both the approve button and post button available -
# post should be hidden until the transaction is approved.
Steps to reprduce errors
# Open an unposted unapproved bill
# click post

## The post button should be disabled when the bill is unapproved
# Next approve the bill
# Try to post again
## Error is raised

Solution - hide the post button on unapproved transactions.
