Dont allow users to edit 1099 information on transactions that are in a year where 1099's have been printed.
the fiscal year may not end on 12-31 but you should trqack the 1099 flag with the year that has that calandar end date in it.
for example if you are on a 7-1 to 6-30 fiscal period then you would track the printing of 1099's for 2015 in the year that contained 12-31-2015
you would only prevent editing thru the end of the tax year 12-31
While fiscal years may change 1099 information is always reported on a calandar year 1-1 to 12-31
