Issue:
* Some user may want to apply prepaids every time and will natrually go to that screen after the bill entry is completed
* Some users may not do this
* if a user is not in the habbit of going to the prepaid screen a prepaid application could be missied
* A user would not want all prepaids applied automatically but they should be notified if there are prepayments that could be used on the bill they are paying
* they may or may not want to apply the prepayments.
When you enter a bill for an item and that item is an item that could have a payment applied based upon rules can you propt to see if the user wants to apply prepayments prior to exiting the bill.
