Inbound shipments which are drop ship should be available for billing in 'Add Shipment' screen on pressing the 'Ship' button
Inbound shipment number has to be stored in bill. There could be multiple bills for an inbound shipment. So until entire quantity in inbound shipment is billed, it has to be listed in Add Receipt screen
