Issue - user wants to save a bill before they submit for approval.
* The user may be enering a bill but be missing an expense report
* the user may just record the expenses but be waiting for week end for submission for approval
Right now when you save the bill it is immediately submitted for approval. we should have a button on the screen to say submit for approval.
Acceptance criteria:
* Approval status should start at unsubmitted
* user should be able to save the bill without submitting the bill
* Once the user hits the submit button it should
** Save
** Email approver
** move the bill to a submitted status
