HDTN-162343 - New bill from recurring bill entry does not show item detail from original bill used for recurring

Description The new processed bill entry from recurring is not showing the line items from the original bill used in recurring. It looks like it is adding the "new" line items to the original recurred bill instead of the new created. If you look at the old bill it will start to duplicate the lines.
